Harley was born Stephen Nice in London in 1951. From a young age, he showed an interest in music and poetry, and went on to attend North East London Polytechnic, studying English. In the early 1970s, he decided to form Cockney Rebel, using his now-adopted stage name. Though the original lineup of the band changed frequently due to musical differences, Harley managed to keep the lineup more or less intact for the next five years.

In 1973, Cockney Rebel released their debut album, The Human Menagerie. The album was met with critical acclaim, and featured the hit single, “Judy Teen”. The follow-up album, The Psychomodo, was even more successful, spawning the single “Come up and See Me (Make Me Smile)”. The single was a success, reaching number one in the UK Singles Chart and remaining in the top 10 for six weeks.

Harley then embarked on a solo career, releasing his self-titled debut album in 1976. The album featured hits such as “Tumbling Down”, “Make Me Smile (Come Up and See Me)” and “Mr. Soft”. His next album, Lovin’ Says It All, was released in 1979 and featured the hit singles “Tumbling Down” and “Roll the Dice”.

Harley released a number of studio albums, including Quality Street in 1988, Poetic Justice in 1997, and a collaboration album with Cockney Rebel in 2009. He also toured extensively over the years, performing in the UK, Europe, and the United States.

Throughout his career, Harley has been praised for his distinctive singing voice and for his poetic lyrics. He has been an influential figure in the British music scene, influencing the likes of David Bowie and Elton John. He is also known for his charity work, having founded the charity, The Yard, which works with disadvantaged young people.
